M.R. 5.A: Analysis on Article, Point One.
The author is trying to convey the sense in which that Church leadership was established, and that it was not intended in any way to be a corrupt monarchy, but it was intended to be a monarchy, as scripture said. Jesus did in fact plan for a monarchial papacy, but not one corrupted and venal, like the Church of the past. Evidence for a monarchial papacy extends back into scripture, where in Isaiah 22:22, the prophe recognizes Eliakim as the protector of the House of David, which was Jesus' line. Jesus will rule over the house of Jacob, and become the steward of the House of David.
